19os3 <br />Property Tax Exemption Program for the improvements to be construc- <br />ted upon the property located at 1001 Washington Street, Eugene, <br />Oregon, and more particularly described as: <br />Tax Lots 9100 and 9500, Assessor's ~iap 17 J03-31--24 <br />be, and the same is hereby approved, subject to the fallowing condi- <br />tions: <br />1955. <br />1. The project shall be completed before January 1, <br />2. The project shall consist of housing for the <br />elderly, providing month-to-month rental or lifetime pre- <br />paid rent at rates accessible to a broad range of the <br />general public, with monthly service fees to cover the <br />costs of meals, utilities, taxes, health programs, and <br />maintenance. <br />3. Common areas shall be included in the project, <br />including outdoor patios and decks, a library area, club <br />roam, a greenhouse, roof gardens, project kitchen and <br />dining room, a crafts room, spa, exercise room, and <br />showers, and a public restroom. <br />4. The building shall provide for the privacy and <br />security of tenants with radio-controlled electric roll-up <br />security grills provided for the parking located under the <br />new construction, and access to the residential areas <br />limited to two points, both controlled by a telephone <br />entrance system. Mini-blinds shall be provided for all <br />windows. <br />5. A variety at energy-saving features shall be <br />incorporated in the building, including 2 x 6 construction <br />and heavily insulated walls, low infiltration windows, <br />foam core exterior doors, thermally separated elevator <br />shaft, and law temperature project kitchen dishwasher. <br />6. A 20~-foot square area at the corner of 10th Ave- <br />nue and Washington Street will be provided as a vest pocket <br />park which will be open to the public. It will contain <br />inward--facing benches which will be separated from the <br />street by raised planter beds, and will lessen the demand <br />for public open space and parks. <br />7. The building will contain a lounge and garden <br />terrace which will be open to the public when the activity <br />scheduled therein is sponsored by a resident of the build- <br />. <br />ing. <br />S.
