19083 ~a~ furnish to the human rights presidents council, upon request and on such form as may be provided by the human rights presidents council, a written report of the affirmative action taken by the contractor in implementing the plan des- cr ibed in paragraph ~.1 ~ ~b ~ within 3 Q days from the date such request is made; and fib). Permit the human rights presidents council to inspect and to copy records of employment., em- ployment advertisements, application forms, and other pertinent data and records of the contractor, far the purpose of investigation to determine com- pliance with paragraph ~l} . " ~.3} If upon investigation the human rights presi- dents council finds reasonable cause to believe that the contractor or any subcontractors of the contractor have failed to comply with any of the items of paragraphs ~ 1 ~ or ~2 ~ , the contractor and the city manager shall be so notified in writing. The city manager shall give the contractor an opportunity to be heard, after 14 days written notice. If the city manager concurs in the findings of the human rights presidents council he or she may suspend, cancel, or terminate :the principal con- tract in whole or in part and/or withhold any funds due or to become due to the contractor, pending compliance by the contractor andfvr its subcontractors, with the terms of paragraphs ~l } and ~ 2 ~ . ~3~ The human rights presidents council will initiate an investigation to determine compliance with the provisions of this section upon the request of a human rights commission, and will make. the results of its investigation available to the commission. Section ~. That the matters contained herein concern the public welfare and therefore, an emergency is hereby declared to exist, and this Ordinance shall become effective immediately upon its passage by the City Council and approval by the Mayor.
