At its initial meeting it shall elect from its members a president and vice-president. ~ 5 } To promo ~te the orderly conduct of its affairs, i t shall adopt rules of procedure for its meetings. This authority to adopt rules of procedure is limited to adoption of such rules that are m t in canf lict with any provisions of this code and as are reasonably necessary to carry out the duties imposed by section 2.285 of this code. ~7} The city manager may, within his or her dis- cretion, furnish staff assistance to the youth commission. Section 4 .
