ORDINANCE NO, 20429 <br />AN ORDINANCE AMENDING THE NOVEMBER 1999 STREET <br />CLASSIFICATION MAP ADOPTED BY ORDINANCE NO. 20181 TO <br />CLASSIFY ALL OF THE CREST DRIVE AREA STREETS AS LOCAL <br />STREETS. <br />The City Council of the City of Eugene finds that: <br />A. In Eugene, as in other cities, a large portion of the public right -of -way is devoted <br />to transportation facilities such as streets, sidewalks, bikeways, and access ways used by <br />automobiles, trucks, transit vehicles, bicycles, and pedestrians. <br />B. On November 22, 1999 by ordinance No. 20 181, the City Council adopted the <br />November 1999 Street Classification Map ( "1999 Map "). The 1999 Map depicts the <br />classification of major streets within the Eugene Urban Growth Boundary. <br />C. The 1999 Map did not classify all of the streets in the Crest Drive neighborhood. <br />The 1999 Map shows a portion of the streets in the Crest Drive neighborhood with grey shading <br />(the shaded area on the 1999 Map is hereinafter referred to as the "Crest Drive Area "). A <br />corresponding note in the legend of the 1999 Map states that the streets within the shaded area <br />will be classified after the adoption of a Crest Drive Area Transportation Study. <br />D. On May 8, 2006, the City Council approved a context sensitive solution process <br />to develop street designs for the Crest Drive Area. The context sensitive solutions process was a <br />collaborative, interdisciplinary project development approach that involved all stakeholders to <br />develop a transportation facility that fit its physical setting while maintaining safety and mobility <br />for all users, and reflecting community needs. The goal of context sensitive solutions was to <br />create early, open, honest and continuous communications and sharing of information and <br />knowledge throughout the design process. <br />E. On October 22, 2007, the City Council adopted Resolution 4919 amending the <br />Design Standards and Guidelines for Eugene Streets, Sidewalks, Bikeways and Accessways to <br />allow for streets in the Crest Drive Area to have a 9' minimum travel lane width. <br />F. On April 14, 2008, the City Council approved the context sensitive street design <br />for Crest Drive, Storey Boulevard and Friendly Street. The approved street design includes a <br />street width of 18 feet (two nine -foot travel lanes) and a sidewalk on one side of the street for all <br />of Crest Drive, Storey Boulevard and Friendly Street. The sidewalk will be setback from the <br />street for a less than half of the total length of the sidewalk. The approved design also includes <br />traffic calming elements to be located on all of the streets. Also on April 14, 2005, the City <br />Council adopted Resolution 4927 amending the Design Standards and Guidelines for Eugene <br />Streets, Sidewalks, Bikeways and Accessways and the Eugene Local Street Plan to allow for <br />sidewalks in the Crest Drive Area to have a 4' minimum width. <br />Ordinance - 1 <br />
