B3 Support <br />Comments: <br />SB 513 establishes policy regarding "ecosystem services", which are defined as the <br />benefits that humans enjoy as a result of natural processes and biological diversity. The <br />bill encourages state agencies to promote an ecosystem service market. This market is <br />a system in which providers of ecosystem services can access financing to protect, <br />restore, and maintain ecological values. <br />Currently, the City of Eugene participates in one long-standing ecosystem market: <br />wetland mitigation banking. This market exists throughout the country. With SB 513, <br />groundwork would be laid to develop markets for other services, such as salmon habitat, <br />water quality, and carbon.
