D4 Support <br />Comments: <br />Bill would simplify process for dissolution of service districts. In Lane County's case, it <br />would allow the elimination of an unnecessary step for annexation applications. State <br />law requires that Counties approve any annexations to special districts. The Lane <br />County Wastewater Service District was formed years ago as the financial tool related to <br />the creation of the Metropolitan Wastewater Management Commission (MWMC). With <br />the repayment of bonds completed, this district no longer serves any useful purpose. <br />However, its existence arguably requires each newly annexed parcel to go through a <br />second application process with the County (following city annexation approval) to annex <br />to this district, even though the city's annexation approval already entitles them to MWMC <br />service. <br />This bill would have no impact on the role and function of MWMC. Additionally, this bill <br />would not affect the status of other functioning special service districts. <br />ContactRespondentDept Updated Priority Policy Poli Numb Recommendation <br />Peter Ruffier Ruffier PWW 2/24/2009 Support <br />Comments: <br />The County Service District in Lane County was formed in the late 1970's/early 1980's to <br />raise funds for the local share of the construction costs for the Eugene/Springfield Water <br />Pollution COntrol Facility. The facility was put in service in 1984, and the local bond <br />debts were fully paid off by the County Service District (CSD) in 2005. The CSD no <br />longer collects funds, and all borrowing for the regional wastewater program is now done <br />directly by the Metropolitan Wastewater Management Commission. There has been <br />discussion about the future and purpose of the CSD, but there are no plans nor need for <br />it to serve regional wastewater functions in the future. A4 Oppose <br />Comments: <br />Currently SB 581 is solely a transfer from the Waste Tire Recycling Account to the <br />General Fund for an amount of $18,824. SB581 is placeholder for other fund transfers. <br />What is being proposed is to add provisions to the bill that would transfer $4.1million from <br />the Orphan Site Account (DEQ administered) to the General Fund, among other <br />dedicated funds. <br />Currently there is $6.3million in the Orphan Site Account. The account was established <br />in 1989 and is funded by a $.13/ton tipping fee at landfills to haulers. It is meant to fund <br />human health, safety and/or environmental problems at closed landfills that do not have a <br />responsible party (somewhat similar to Superfund sites). The fund has been used 2 <br />times since then. 1989 site in PDX to correct a faulty methane collection system used <br />$1.1million in 3 months. An ongoing project outside of Scappoose has utilized $4.6 <br />10 <br />
