<br />2.18 Motor vehicle - any non-aircraft device that carries persons or <br />property and is self-propelled or designed for self-propulsion. <br /> <br />2.19 Movement area - the runways, taxiways and other areas shown on the <br />diagram attached to these Rules as Exhibit 1. <br /> <br />2.20 Operator - any person engaging in a commercial operation or aero- <br />nautical activity including all persons required to have a lease or permit <br />under these rules. <br /> <br />2.21 Owner - as used in connection with an aircraft, means a person <br />who holds legal title to an aircraft. If the aircraft is the subject of a <br />conditional sale or lease/option, or if the mortgagor of the aircraft is <br />entitled to possession, then the conditional vendor, lessor, or mortgagor <br />shall be deemed the owner for the purpose of these rules. <br /> <br />2.22 Permit - includes operating agreements. <br /> <br />2.23 Person - any individual, firm, partnership, corporation, company, <br />association, or body politic. <br /> <br />2.24 Restricted area - any area of the Airport not open to the general <br />public. The area open to the public includes the public roads and sidewalks, <br />the terminal lobby, restrooms,and places for public gathering, waiting and <br />viewing. <br /> <br />2.25 Rules - these rules. <br /> <br />2.26 Terminal bUilding or Airport terminal - the terminal building as <br />it now exists or as hereafter expanded or improved, including the sidewalks, <br />road and parking areas near the terminal building. <br /> <br />3. AUTHORITY. <br /> <br />3.1 Airport Manager. The Airport Manager is responsible for the opera- <br />tion of the Airport. Subject to direction by the City Manager, the Airport <br />Manager is empowered to: <br /> <br />3.1.1 Oversee all municipal and aeronautical operations at the <br />Airport; <br /> <br />3.1.2 Take any action at the Airport necessary to protect and safe- <br />guard the public; <br /> <br />3.1.3 Regulate traffic and parking at the Airport, and install and <br />remove traffic control devices; <br /> <br />3.1.4 Cause the removal from the Airport of any person who violates <br />any of these rules or an Airport Manager directive, when that removal is <br />necessary to insure the safe or orderly operation of the Airport; <br /> <br />3.1.5 Deny any future use of the Airport, except for air travel, <br />to any person who violates any of these rules or an Airport Manager <br />directive; <br /> <br />Rules - 3 <br />
