<br />3.1.0 Initiate a NOTAM closing of the Airport or any part thereof <br />through the FAA when unsafe conditions exist; <br /> <br />3.1.7 Issue, execute and administer all permits, licenses, and <br />leases for the conducting of any activity at the Airport; <br /> <br />3.1.8 Limit the number of permits, licenses or leases for a par- <br />ticular activity at the Airport when such limitation is consistent with <br />federal law; <br /> <br />3.1.9 Administer and enforce these rules; <br /> <br />3.1.10 Set all fees and charges imposed by the City for services, <br />goods, use of municipal property, licenses, permits and applications for <br />the foregoing arising from operation of the Airport; and <br /> <br />3.1.11 Perform any other duty that may be assigned by the City <br />Manager. <br /> <br />3.2 Airport Commission. The composition and authority of the Airport <br />Commission is governed by Sections 2.050 to 2.054 of the Eugene Code, 1971. <br /> <br />4. RULES OF GENERAL APPLICABILITY. <br /> <br />4.1 Compliance with Federal Law. All aeronautical activity and commer- <br />cial operations at the Airport shall comply with the regulations and direc- <br />tives of the FAA and any other federal agency with jurisdiction over air- <br />ports, and with the directives of the Airport control tower. <br /> <br />4.2 Permit Required. No person shall conduct commercial operations or <br />engage in aeronautical activity at the Airport, use the Airport as a base for <br />the conduct of business, or otherwise provide services or goods to travelers, <br />customers, a permittee or a lessee at the Airport, without first obtaining a <br />written permit or lease from the Airport Manager. The duty to obtain a per- <br />mit for supplying services or goods to a single permittee or lessee may be <br />waived by the Airport Manager if the extent of the activity is not substan- <br />tial. Such a permit shall be issued and revoked under the procedures set <br />out in Rules 9 and 10. <br /> <br />4.3 Operation of Motor Vehicles. The operation of all motor vehicles <br />at the Airport shall comply with: <br /> <br />4.3.1 State laws regarding motor vehicle operation, including the <br />Oregon Vehicle Code, ORS Chapters 801 to 822; <br /> <br />4.3.2 City ordinances regarding motor vehicle operation (includ- <br />ing the provisions of Chapter 5 of the Eugene Code, 1971); <br /> <br />4.3.3 Orders, signals, and directives of the Airport Manager; <br /> <br />4.3.4 Traffic control devices; and <br /> <br />Rules - 4 <br />
