<br />ance requirements for such vehicles, restrictions on driver conduct <br />and dress, necessary insurance, and required indemnification to the <br />City. <br /> <br />8.2.2 Ground transportation permits shall be issued and revoked <br />under the procedures set out in sections 9 and 10 of these rules. <br /> <br />8.3 Limitation on Number of Permits. <br /> <br />8.3.1 The Airport Manager is authorized to limit the number of <br />permits issued for a particular ground transportation activity whenever <br />such a limitation would serve the public interest. In exercising this <br />authority, the Airport Manager shall consider: <br /> <br />8.3.1.1 Whether an exclusive permit or limitation on the <br />number of permits is necessary in order to provide consistent, <br />reliable, convenient and relatively inexpensive transportation <br />service to persons who arrive at and leave the Airport; <br /> <br />8.3.1.2 Whether congestion on Airport access roads or <br />passenger pickup areas requires limiting the number of vehicles <br />of a particular type or function using those areas; and, <br /> <br />8.3.1.3 Such other factors as the Airport Manager deems <br />relevant. <br /> <br />8.3.2 The determination of the Airport Manager on the need for <br />limiting the number of permits for a particular ground transportation <br />activity shall be in writing and shall be based on whatever investiga- <br />tion and record the Airport Manager deems appropriate. <br /> <br />8.3.3 Whenever a limitation is placed on the number of permits <br />issued for a particular ground transportation activity, the Airport <br />Manager shall use competitive processes in the award of the permit or <br />permits for that activity. The competitive process may be public bid- <br />ding, requests for proposals, requests for quotations, informal solici- <br />tation, or whatever process the Airport Manager determines is likely to <br />maximize revenue and minimize costs to the City and discourage favor- <br />itism and increase competition in the award of the permits. <br /> <br />8.4 Ground Transportation Activity Permit Fees. <br /> <br />8.4.1 Fees for particular types of ground transportation acti- <br />vity permits shall be set by the Airport Manager using the notice and <br />comment procedures set forth in Section 2.441 of the Eugene Code, 1971. <br />The decision of the Airport Manager on the amount of the permit fee <br />shall be final. <br /> <br />8.4.2 In determining the amount of the fee for particular types <br />of ground transportation activity permits (e.g., taxicabs, limousines <br />or vans for off-Airport car rental agencies, etc.), the Airport Manager <br />shall consider: <br /> <br />Rules - 26 <br />
