<br />8.4.2.1 The amount charged for such permits in the past; <br /> <br />8.4.2.2 Comparable amounts or rates, if any, charged by <br />other airports; <br /> <br />8.4.2.3 The consideration paid to the City by comparable <br />users of the Airport; <br /> <br />8.4.2.4 The revenue needs of the Airport; <br /> <br />8.4.2.5 The need to create incentives for businesses to <br />locate and operate at the Airport; <br /> <br />8.4.2.6 The benefits obtained by the business from its <br />operations at the Airport; and, <br /> <br />8.4.2.7 The need for a variety of economically viable <br />transportation activities at the Airport. <br /> <br />9. APPLICATION FOR PERMIT OR LEASE. <br /> <br />9.1 Application. Applications for Airport leases or permits shall be <br />made to the Airport Manager on a form prescribed by the Airport Manager. The <br />application shall state the services to be offered, the need for the service, <br />how the operation complies with these rules and the Airport Master Plan, the <br />number of persons to be employed, and the expected effects of allowance of <br />the application. The application shall be signed and submitted by every per- <br />son owning a substantial interest in the business, those who will be managing <br />the business, and every general partner of a partnership. The application <br />form currently prescribed shall be attached as an appendix to these rules. <br /> <br />9.2 Permit Fee. The application shall be accompanied by a fee set by <br />the Airport Manager under Sections 2.440 to 2.442 of the Eugene Code, 1971. <br /> <br />9.3 Supporting Documents. The application shall be accompanied by the <br />documents and information required by the Airport Manager, which may include: <br /> <br />9.3.1 A current financial statement of the applicant prepared <br />by a certified public accountant; <br /> <br />9.3.2 A listing of the assets, owned or being purchased, which <br />will be used in the operation; <br /> <br />9.3.3 A written authorization for the FAA, and all aviation and <br />aeronautical commissions, administrators, or departments of all states <br />in which the applicant has engaged in aviation business, to supply the <br />City of Eugene with all information in their files relating to the <br />applicant or its operations. The applicant shall execute such forms, <br />releases, and discharges as may be required by any of these agencies; <br />and, <br /> <br />9.3.4 A description and chronology of all other aeronautical <br /> <br />Rules - 27 <br />
