<br />em fILE 'NO.~-1 t -V~ <br /> <br />ADMINISTRATIVE ORDER <br />of the <br />City Manager of the City of Eugene <br /> <br />ESTABLISHING FEES FOR <br />RESIDENTIAL PERMIT PARKING ZONE REGULATIONS SERVICES <br /> <br />The City Manager of the City of Eugene finds as follows: <br /> <br />A. Section 2.020 of the Eugene, Code, 1971 authorizes the City Manager to <br />determine and set fees and charges to be imposed by the City for services, goods, use of <br />municipal property, and licenses and permits. <br /> <br />B. In accordance with the procedures set forth therein, on August 16, 1991 I <br />notified the Mayor and City Council that I intended to establish fees to recover the cost <br />of processing applications for designation of residential permit parking zones or removal <br />thereof, and issuance of permits, as set forth in the Notice of Intended Fees attached as <br />Exhibit A thereto and incorporated therein by reference. The Notice was posted at two <br />locations at City Hall on August 16, 1991, and made available for interested persons at the <br />offices of the City Manager, City Hall, 777 Pearl Street, Eugene, Oregon. The Notice <br />advised persons desiring to comment thereon to submit the same in writing within 15 days <br />from that date of posting. <br /> <br />C. Five written comments were received. The issues raised therein, and my <br />findings in response thereto are as follows: <br /> <br />Comment 1: Property owners should receive free permits because they <br />already pay property taxes. <br /> <br />Findin2: Property taxes pay for general services (i.e., public safety, library, <br />etc.). Preferential parking programs such as this are special services and must be <br />supported in other ways. The proposed fee of $15 per year is nominal and meant <br />to recover costs incurred by the City in providing this special service to a select <br />group of the general public. On-street parking spaces are in the public right-of- <br />way and available to the general public. Because of the greater demand for parking <br />in certain neighborhood areas, this program has been implemented to provide <br />preferential treatment to residents for long-term parking in order to maintain the <br />liveability and residential character of the neighborhood. Residents and property <br />owners do not have to buy a permit to park on the street, but the permit gives <br />them extended privileges not available to the non-permit holder. <br /> <br />Comment 2: The money the City spends on the upkeep of the WUNA <br /> <br />Administrative Order - 1 <br />
