<br />meeting house should go towards balancing the parking program budget. <br /> <br />Findin2: The WUNA meeting house was originally purchased with <br />Community Block Grant Funds. The City spends virtually no money on the upkeep <br />of the house; it is maintained by the neighborhood group. Space in the house is <br />rented to non-profit organizations and the fund raising activities generate the <br />maintenance revenue. <br /> <br />Comment 3. Non-residents and not the people who reside in these areas <br />should pay to use the available on-street parking spaces. <br /> <br />Findin2: As indicated in Finding 1 above, residents and property owners do <br />not have to buy a permit to use the available on-street parking spaces, only to avail <br />themselves of the extended privileges not available to a non-permit holder. In <br />addition, non-residents (which includes students and people who work or have <br />business in the area) do currently pay permit fees for long-term daytime parking <br />that are significantly higher than the proposed $15 annual fee for residents. <br />Commuter/long-term parking permits cost $17.50 per month, or $1.50 per day. <br />These fees were previously established and have been added to this fee schedule <br />for clarity. <br /> <br />Comment 4: All on-street spaces in the focus areas should be metered <br />parking only and residents should then be given permits allowing them to park free <br />at the metered spaces. <br /> <br />Findin2: The intent of the program is to (1) minimize the impact of long- <br />term daytime parking from adjacent commercial and business areas without <br />minimizing the opportunity for short-term parking, and to (2) maximize the <br />availability of long-term parking for residents and property owners. In general, the <br />City does not currently meter residential areas because meters are used to promote <br />turnover where there is a high demand for short-term parking, typically in <br />commercial areas. <br /> <br />D. Having fully responded to the comments received, I find that the fees <br />hereinafter set forth are consistent with applicable policies and directives of the City <br />Council, comparable to the fees established in other jurisdictions for similar services, and <br />are necessary in order to defray the City's personnel costs associated with providing these <br />services. <br /> <br />On the basis of these findings, larder that: <br /> <br />The following fees are hereby established for the indicated services in connection <br /> <br />Administrative Order - 2 <br />
