l9/5~ <br />~f} Automobile access from public streets to <br />rear lots or parcels may be obtained in one of three <br />ways: <br />1. Via a panhandle driveway <br />2. Via an abutting property`s driveway <br />3. Via an existing alley. <br />~_g} Driveways which may or may not be the pan~- <br />handle`s~ and parking areas shall be constructed of at <br />least four inch thick Portland Cement concrete, or <br />~-1/Z inch compacted asphaltic concrete mix on six <br />inches of 3/4 minus compacted crushed rock base, or an <br />approved equal. <br />~h} Base placement of driveways and parking areas <br />shall be approved by the city prior to final surfacing. <br />~i} If an abutting property's access drive is <br />used: <br />1. An access easement-maintenance agreement <br />is required. It shall be recorded in the Lane <br />County office of Deeds and records, and <br />~. There shall be adequate room elsewhere <br />on the abutting property to meet off-street park- <br />ing requirements fvr that property. <br />~j} When the panhandle is used for access and <br />the abutting property owner requests a visual buffer <br />at the time of land division review, that buffer shall <br />consist of the following: <br />1. A minimum five foot high site-obscuring <br />fence ar wall, or <br />2. Landscaping that will be five feet high <br />and 75n site-obscuring within five years, <br />tk} If access is provided via an existing unim- <br />proved alley, a petition for improvements is required. <br />The alley must be able to provide automobile access to <br />a public street. <br />~1} Whether or not the panhandle is used for <br />access, it shall remain free of structures and be avail- <br />able for possible future access to a public street. <br />gym} Each rear lot or parcel shall have four park- <br />ing spaces only two may be enclosed} with sufficient <br />turn-around area to eliminate the necessity for a ve- <br />hicle to back out onto the street. The four spaces <br />shall not be located in the panhandle portion of drive- <br />ways. <br />fin} The building official shall not issue a cer- <br />tificate of occupancy until the project is completed <br />in accordance with approval conditions and the Eugene <br />Cade, 1971. It may be issued prior to completion if <br />sufficient funds are placed in escrow with a bank, <br />savings and loan association, or escrow company. <br />Section 3. That the matters contained herein concern the public <br />welfare and safety, and in order to insure the orderly implementation <br />Ordinance -- 2 <br />
