/9/9 ~ <br />9.095 S ecific Variance Provisions - Panhandle Lots. The ur ose of <br />this sectio ~ ~ •p• p <br />n ~s to encourage more ~ntens~ve land ut~l~zat~on and <br />compact growth by permitting a variance to the frontage requirements of this <br />ordinance for certain large residential lots. Approval of reduced fronta e <br />on panhandle lots and arcels sha ~ g' <br />p 11 be subject to the vary once prove s~ ons ~ n <br />section 9.490 except that approval shall be based on all the following mini <br />mum criteria rather than those specified in section 9.090. <br />~a} All rear lots and parcels must be at least 6,DDD square <br />feet, exclusive of the panhandle; <br />(b} A11 front lots and parcels must be at least 4,500 s ware <br />feet' q <br />~c} Minimum panhandle width shall be as follows, whether or <br />not the panhandle is used for access: <br />One rear lot or parcel ~. ... ~5 feet <br />Two or more rear lots or parcels . 25 feet <br />_ ~d} Minimum access paving width of the panhandle or abut- <br />ting driveway used for access shall be as follows: <br />One rear lot or parcel 12 feet <br />Two or more rear 1 ots or parcels 20 feet* <br />~*To preserve existing natural features, paving width may be <br />reduced to ~7~•1/2 feet, except for the first 25 feet back <br />from the sidewalk, with the traffic engineer's approval, if <br />both sides of the driveway are landscaped in accordance with <br />a landscape plan.} <br />fie} A maximum of four rear lots or parcels may be assigned <br />to a single panhandle. <br />~f} Automobile access from public streets to rear lots or <br />parcels may be obtained in one of three ways: <br />~. Via a panhandle driveway, <br />2. Via an abutting property's driveway, <br />3. Via an existing alley. <br />fig} Driveways which may or may not be the panhandles} <br />and parking areas sha11 be constructed of at least four inch <br />thick Portland Cement concrete, or 2-I/2 inch compacted asphaltic <br />concrete mix on six inches of 3/4 minus compacted crushed rock <br />base, or an approved equal. <br />~h} Base placement of driveways and parking areas shall be <br />approved by the city prior to f i nal surfacing. <br />~i} If an abutting property's access drive is used: <br />1. An access easement-maintenance agreement is required. <br />It shall be recorded in the Lane County office of Deeds and <br />Records, and <br />2. There shall be adequate room elsewhere on the abut-• <br />ting property to meet off-street parking requirements for <br />that property. <br />~} then the panhandle is used far access and the abutting <br />property owner requests a visual buffer at the time of land divi- <br />sion review, that buffer shall consist of the following: <br />~ . A mi ni mum five foot high si te-obscuri ng fence or <br />wall, or <br />2. Landscaping that will be five feet high and 75% <br />site-obscuring within five years. <br />~k} If access is provided via an existing unimproved alley <br />a petition for improvement is required.
