Pur ose. then applicable, planned unit develo ment re ulatio <br />p g ns <br />are intended to: <br />~a} Encourage comprehensive plannin in areas of sufficient <br />. g <br />~s~ze to provide developments at least equal in the quality of <br />their environment to traditional lot by lot development and that <br />are reasonably compatible with the surrounding area; <br />fib} Provide filexibility in architectural design, placement <br />and clustering of buildings, use of open space and outdoor living <br />areas, and provision of circulation facilities, parking, storage <br />and related site and design considerations; <br />~c} Promote an attractive, safe, efficient, and stable <br />environment that incorporates a compatible variety and mix of <br />uses and dwelling types; <br />~d} Provide for economy of shared services and facilities; <br />fie} Encourage the construction of a variety of housing <br />types at price ranges necessary to meet the needs of all income <br />groups in the city; <br />~f} Enhance the opportunity to achieve higher densities; and <br />fig} Preserve natural resource areas. <br />9.509 A 1 i cabi 1 i ty. P1 armed uni t development provisions shal l onl <br />y <br />be used when: <br />~a} They are required by an adopted refinement plan or <br />special area study; <br />fib} The proposed development cannot be accomplished usin <br />other available zonin o g <br />g r land division prov~s~ons; <br />~c} The property is zoned PD subdistrict; or <br />~d} ~f ter a public hearing, the hearings off i ci al requires <br />that uses approved prior to March 15, 1968, in accordance with <br />the Permissive Use Permit procedure then in existence, be <br />developed under these planned unit development regulations. <br />9.510 General Provisions. <br />~1} Ownership., The area included in a proposed p1armed unit de~- <br />velopment must be in a single ownership or under the development control of <br />a point application of owners or option holders.
