Prior to issuance of a building permit, <br />planned unit development applications must be approved at each of the fallow- <br />ing two steps: <br />. ~a} Ste~.one - te,~tatiye p.lans.~ Hearings official consid- <br />eration of ~1} off-site impacts including reasonable compatibility <br />with adjacent areas, ~2} site suitability for the proposed develop- <br />ment, ~3} building height, bulk and location, ~4} solar access, <br />~5} 'relationship to existing and planned public services, and ~6} <br />on-site factors including, but not limited to, an attractive, safe, <br />and convenient environment in terms of buildings, open space, park- <br />i ng, and circulation . . <br />fib} Step..,two -final .,,plans. ~ Planning director consideration <br />of more detailed p~~~~ans to assure substanti a1 conformance with <br />approved tentative plans and conditions attached. Final plans <br />need not include the detailed construction drawings that are sub- <br />sequently required far a building permit. <br />. ~3} Phasin If approved at the time of tentative plan consider- <br />ation, final plans may be submitted in phases. If tentative plans encompas- <br />sing only a port?off of a s~to under single ownership are submitted, they <br />shall be accompanied by a statement and be sufficiently detailed to rove <br />that the entire ~ ~ .p <br />area can b.e deve,loped and used ~n accordance with city stand- <br />ards, policies, plans, and ordinances, <br />~4} La se of a roval. If the applicant fails to submit a final <br />plan application in accordance with the schedule approved at the time of ten- <br />tative plan consideration, or in the absence of a specified schedule, within <br />one year of tentative plan approval, that approval expires. If the applicant <br />fails to obtain a building permit within the time period specified in connec- <br />tion with the final plan approval, or in the absence of a specified time <br />period, within three years of tentative plan approval, final plan approval <br />expires. Prior to expiration of tentative plan approval, the hearings auth- <br />ority responsible for approval at that step may, if requested, extend the <br />schedule, provided it is not contrary to the public interest or findings re- <br />quired in response to approval criteria. Unless the hearings official pro- <br />vides otherwise, expiration of final plan approval of any phase automatically <br />voids approval of all phases on which construction has not begun. <br />~5} Resubmittal followin ex iration. After approval expires, a <br />new application and fee must be submitted for reconsideration. It is subject <br />to the same procedures and approval criteria as the original application. <br />~6} [density. Except as provided in this ordinance relating to <br />sub-districts, dwel 1 i ng unit densities far residential planned uni t level op- <br />ments shall be as follows: <br />~a} Maximum density.
