/9/9~- <br />9.524 A lications in Process. Sections 9.5D8 to 9.524 as effective on <br />January 1, 1984 are applicable to all planned unit development <br />applications submitted after that date. Applications or phases thereof, in <br />process prior to that date are subject to the regulations and procedures re- <br />quired by sections 9.5x8 to 9.52Q as those sections were constituted prior <br />to January 1, 1984, provided: <br />~a~ Preliminary plan approval has been granted; and <br />~b~ Final approval is granted within one year of <br />January 1, 1984; and <br />(c~ Construction is commenced within one year from final <br />. plan approval or in accordance with an approved construction <br />schedule. <br />Applications in process that do not meet the criteria of ~a~, ~b~, and ~c} <br />above, shall be processed in the same manner as. an application submitted <br />after .January 1, 19$4. <br />Section 16. Section 9.588 of the Eugene Code, 1971, is hereby amended <br />to read and provide: <br />9.588 Parkin Re uirements for Uses not S ecified. The parking space <br />requirements for buildings and uses not set forth herein sha11 be <br />determined by the designated city official, and such determination shall be <br />based upon the requirements for the most comparable building yr use speci- <br />fied herein. The decision of the designated city official may be appealed <br />to the hearings official in the manner provided for appeals set forth in <br />sections 9.732 to 9.746. <br />Section 17. Sections 9.668, 9.67x, 9.672, 9.674, 9,676, 9.678, 9.680, <br />9.682, and 9.684 of the Eugene Code, 1971, are hereby amended, and new <br />Sections 9.681 and 9.683 are added thereto, to read and provide: <br />Procedures far Chan es in District Boundaries <br />9.668 Pur ose. As the Metropolitian Area General Plan is implemented <br />over the years, there will be a need far changes in zoning district <br />boundaries, As that plan is reviewed and periodically revised, other district <br />boundary changes may be warranted, These boundary changes shall be made in <br />accordance with the following procedures. If the zone change is to be con- <br />sidered in conjunction with an annexation, the annexation procedures set <br />forth in this code shall also apply. <br />9.67D Initiation. A change in the boundaries of a zoning district may <br />be initiated by the planning commission, city council, or a mini- <br />mum of 75 percent of the owners of property within the area for which the <br />change of district i s proposed. <br />9.672 ~~1 i cati on, Fee, and Publ i c Heari nQ Notice. <br />~1~ A property owner proposing a change in zoning district boun- <br />daries shall submit an application and related information with the planning <br />department fora change in zoning district boundaries in the manner prescrib- <br />ed by the planning department, <br />Ordinance ~-3D- <br />
