The businesses are not under <br />one management, have no relationship to one another, and there- <br />fore, all the reg~~lations applied to the integrated sho in <br />center cannot ~e used here. The brightness intent' <br />city and location standards in these areas are intended to <br />protect the surrounding residential areas and to preserve their <br />residential values.
