ORDINANCE N0. <br />AN QRDZNANCE CONCERNING BANNERS; AMENDING SEC- <br />TIONS 8.6 2 0 , 5.6 7 0 , AND $ . 6 9 0 of THE EUGENE <br />CODE, 1971; AND DEC~AP,YNG AN EMERGENCY. <br />THE CITY OF EUGENE DOE" oRDAIN AS FO~LOwS: <br />Section 1. Section 8.620 of the Eugene Cade, 1971, is hereb <br />Y <br />amended by adding in alphabetical order therein the followin <br />g <br />8.620 <br />Banner. A temporary sign composed of lightweight <br />material either enclosed or not enclosed in a ri id <br />frame, secured or mounted s g <br />o as to allow movement of <br />the sign caused by movement of the atmosphere. <br />Section 2. Section 8.670 of the Eugene Code, 1971, is hereb <br />Y <br />amended by adding new subparagraphs ~_~} and ~k} thereto, to read <br />and provide: <br />8.670 <br />~j} Communit event signs. Noncommercial, non- <br />product, or service-oriented banners, pennants, and <br />similar signs announcing a community event desi noted <br />by the cit council. Provi g <br />y ded, however, the location <br />and placement of these signs shall be reviewed by the <br />.city sign inspector to ~1} avoid conflict with traffic <br />control signs and devices, ~.2} avoid blocking other <br />permanent signs, and ~3} ensure safe construction a <br />nd <br />installation. These signs may be installed u to 21 <br />da s before and ma re ai p <br />~' y m n in place up to ? days after <br />the designated community event. Community event <br />banners on buildings shall. not exoeed 10Q of the wall <br />area on which located, with a maximum surface area of <br />250 square feet. All other community event banners on <br />private property, or banners across a public street <br />shall not exceed 100 square feet in surface area. <br />~k} Conference and convention signs. One banner <br />advertising or welcoming groups or organizations s on-- <br />soring or attendin a meeti p <br />g ng, conference, or conven- <br />tion may be installed an the building where the event <br />`~~~is being held. The sign may be installed u to 7 da s <br />P y <br />before and may remain in place up to 3 days after the <br />event. It shall be flat, structure/wall mounted, and <br />may be up to l20 square feet in surface area. <br />Ordinance - 1 <br />
