~, <br />ORDINANCE NO . ~s~ %~ <br />AN ORDINANCE TEMPORARILY TRANSFERRING BUSINESS <br />LICENSE FUNCTIONS To THE EUGENE DEVELOPMENT <br />DEPARTMENT'S DEVELOPMENT ASSISTANCE CENTER; AND <br />DECLARING AN EMERGENCY. <br />The City Council of the City of Eugene finds that: <br />In Chapter 3, and``,in other Chapters of the Eugene Code, 1971, <br />the finance officer-is designated as the licensing authority for <br />the City of Eugene in connection with. the issuance, administration, <br />and enforcement of the City's business license regulations. <br />The City has established a Development Assistance Center in an <br />effort to expedite license and permit processes, minimize expense to <br />applicants and the City, and avoid duplication of efforts by City <br />staff. <br />A Coordinated Permit Counter Task Team has also been formed <br />and charged with the responsibility of reviewing present City licen- <br />sing practices a,nd procedures and making recommendations to the <br />Council on proposed changes. <br />The Task Team has reported that it anticipates completing its <br />review of business licenses by the fall of 19 84 , and will be pre-- <br />seating its recommendations to the Council at that tune. <br />During this interim period, it would be in the public inter- <br />est, and in furtherance of the City's economic development policies <br />to temporarily transfer the finance officer's business license <br />activities to the indi~ridua~l charged by the City Manager with the <br />responsibility for administration of the Development Assistance Center. <br />NSW, T3ERE~'ORE , <br />THE CITY OF EUGENE DOES~ORDAIN AS FOLLOWS: <br />Ordinance -- 1 <br />
