~~ Section 1. Based upon the above findings, which are incorpor- ated herein by reference, and notwithstanding the spec~.fic references in the Eugene Code,~1971 to the finance officer and his duties with respect to the issuance, administration, and enforcement of business license regulations, those duties and responsibilities are hereby tem- porarily transferred to the individual designated by the City Manager with the administration of the Development Assistance Center. Section ~. City staff is requested to exert all reasonable efforts to inform the public of this temporary change in procedures and responsibilities, The Council further specifically directs that no licensee or applicant shall suffer any loss, damage, or other right occasioned by a f ailure to timely submit or file any fee, application, or other document with the Development Assistance Center, if the same was timely paid or filed with the finance officer. Section 3. This ordinance is intended to establish interim pro- cedures while the Task Team is evaluating and mendations for changes in the City's business and in any event, the procedures provided for examined by the Council no later than the f ire November, 1954. Section 4.
