~~ <br />Section 1. Based upon the above findings, which are incorpor- <br />ated herein by reference, and notwithstanding the spec~.fic references <br />in the Eugene Code,~1971 to the finance officer and his duties with <br />respect to the issuance, administration, and enforcement of business <br />license regulations, those duties and responsibilities are hereby tem- <br />porarily transferred to the individual designated by the City Manager <br />with the administration of the Development Assistance Center. <br />Section ~. City staff is requested to exert all reasonable <br />efforts to inform the public of this temporary change in procedures <br />and responsibilities, The Council further specifically directs that <br />no licensee or applicant shall suffer any loss, damage, or other right <br />occasioned by a f ailure to timely submit or file any fee, application, <br />or other document with the Development Assistance Center, if the <br />same was timely paid or filed with the finance officer. <br />Section 3. This ordinance is intended to establish interim pro- <br />cedures while the Task Team is evaluating and <br />mendations for changes in the City's business <br />and in any event, the procedures provided for <br />examined by the Council no later than the f ire <br />November, 1954. <br />Section 4.
