<br />ADMINISTRATIVE ORDER NO. S8-94-1S-F <br />of the <br />CI1Y MANAGER <br /> <br />ADOPTING PARKING SPACE RENTAL PERMIT <br />ADMINISTRATIVE RULE R-S.3S0 <br /> <br />Pursuant to the authority contained in Sections 2.019 and 5.350 of the Eugene Code, <br />1971, I hereby adopt Parking Space Rental Permit Administrative Rule R-5.350 that <br />provides as follows: <br /> <br />PARKING SPACE RENTAL PERMIT ADMINISTRATIVE RULE R-S.SOS <br /> <br />R-S.3S0-A <br /> <br />Puroose. <br /> <br />The purpose and intent of this rule is to furnish greater detail regarding the issuance, <br />use and revocation of the parking space rental permits authorized under Section 5.350 of <br />the Eugene Code, 1971. Parking space rental permits may be issued for the vehicular use <br />of a portion of public right of way as a designated parking space, or other portion of the <br />right of way as authorized for commercial operations involving construction, maintenance, <br />or moving activities. A parking space rental permit may be issued on an individual basis for <br />a non-commercial use provided the applicant can demonstrate that except for the non- <br />commercial nature of the proposed activity the application would otherwise meet the criteria <br />for issuance of a permit, and failure to issue the permit would seriously prejudice or <br />inconvenience the applicant. <br /> <br />R-S.3S0-B. Use Areas. <br /> <br />Parking space rental permits may be issued for parking spaces in the following areas: <br /> <br />1. Metered parking areas; <br /> <br />2. On-street time limit areas; <br /> <br />3. City controlled parking lots; <br /> <br />4. Downtown mall; <br /> <br />S. Other areas of the right-of-way where parking is restricted, <br /> <br />except that a permittee shall not, in any of the authorized areas, park a vehicle in a parking <br />space where the period of time a vehicle may be parked is limited to less than one hour, or <br /> <br />Proposed Administrative Rule - 1 <br />
