<br />in an unsafe manner. <br /> <br />R-S.3S0-C <br /> <br />Placement and Use of Permits. <br /> <br />1. Parking space rental permits may not be used on Sundays, holidays, or <br />between the hours of 6:00 p.m. of one day and 7:00 a.m. of the following day on Monday <br />through Saturday. <br /> <br />2. Upon entering the parking space and/or location approved in the application, <br />the permit holder shall place the permit face up on the driverside dashboard of the vehicle <br />with the recorded validation readable from outside the vehicle. The permit holder shall not <br />attempt to use any space which is occupied by another vehicle, and must wait until such <br />space is vacant. If after securing the space the permit holder finds it necessary to remove <br />the vehicle therefrom for a period of time, proper barricades may be erected to reserve the <br />space. The permit or the written approval on the application for the permit must be <br />available in the immediate vicinity for verification by appropriate city personnel when <br />barricades are used. Upon vacating the space at the conclusion of normal working hours, <br />and in any event, prior to 6:00 p.m., the permit holder shall remove any barricades that have <br />been placed in the space. Permits issued hereunder shall be used only when the parking of <br />a vehicle is essential to the performance of the work being done. Permits may not be used <br />for parking vehicles that are primarily used for transporting workers to and from the work <br />site. The vehicle for which the permit is issued must be parked in the designated area and <br />be directly involved in and necessary for the work being performed. <br /> <br />R-S.3S0-D Exceptions. <br /> <br />The traffic engineer, or designee, may grant exceptions to these rules upon a showing <br />of special circumstances by the applicant. No exception hereunder shall be valid unless <br />issued in writing by the traffic engineer or designee. <br /> <br />R-S.3S0-E <br /> <br />Revocation of Permit. <br /> <br />Failure of a permittee to comply with the provisions of the Eugene Code, 1971 <br />regulating parking space rental permits, these rules, or any conditions imposed on a permit <br />shall be cause for revocation of the permit and retention by the City of all fees previously <br />paid therefor. <br /> <br />R-S.3S0-F <br /> <br />Appeal. <br /> <br />A decision of the City Manager, Traffic Engineer, or the designee of either, <br />concerning the issuance, denial or revocation of a parking space rental permit may be <br />appealed by the applicant or permittee in the manner provided in Section 5.045 of the <br /> <br />Proposed Administrative Rule - 2 <br />
