<br />-,'" S~rq~'-l~ <br />~f.rx: t'L..,i.:& l..U. <br /> <br />ADMINISTRATIVE ORDER <br />of the <br />Traffic Engineer of the City of Eugene <br /> <br />11 TH AVENUE - INSTALLATION OF BIKE LANE AND THIRD TRAVEL LANE <br /> <br />The Traffic Engineer of the City of Eugene finds that: <br /> <br />1. The Eugene Code, Section 5.040 provides that the City Manager (or designee) shall <br />exercise specific traffic duties by administrative action, including: the implementation of <br />ordinances, resolutions, and motions of the council and his or her own orders by installing traffic <br />control devices; and establishing, maintaining, removing or altering all traffic control areas and <br />traffic control devices; <br /> <br />2. The administrative action taken to provide for a bike lane and a third auto lane on 11 th <br />Avenue, and the resulting removal of on-street parking and other necessary changes to traffic <br />controls, is based on consideration of, and compliance with, the criteria set forth in Eugene Code, <br />Section 5.055; <br /> <br />3. The Eugene Bikeways Masterplan designates that 11 th Avenue between Kincaid Street <br />and Chambers Street shall have an on-street bike lane. TransPlan and the Jefferson Area <br />Refinement Plan identify 11 th Avenue as having three westbound auto travel lanes from Hilyard <br />Street to Garfield Street; <br /> <br />4. The project is consistent with the City Council's transportation goal of promoting <br />alternative modes of transportation, and other adopted state and local plans and laws; <br /> <br />5. The City Council appointed a special subcommittee (Council Subcommittee on 1994 <br />Bikeways Projects) in June of 1994, to specifically examine mitigation of the effects of parking <br />removal in the Westside Neighborhood. The City Council subsequently approved a set of <br />recommendations for 11 th Avenue based on the subcommittee's final report, which shall be <br />implemented concurrently with the bike lane; <br /> <br />6. The proposed street design requires on-street parking be prohibited along both sides of <br />11 th Avenue between Charnelton Street and Jefferson Street. Along the north side of 11 th <br />Avenue between Lincoln Street and Lawrence Street, a new parking bay will be constructed to <br />mitigate the parking loss. On-street parking on Lawrence Street south of 11 th Avenue will be <br />regulated to provide additional short-term parking; <br /> <br />7. Providing a separate bicycle facility in this corridor will provide safer conditions for <br />bicycle travel and other travel modes on 11 th Avenue. The final design is in conformance with <br />traffic engineering standards; and <br /> <br />8. The City provided a notice to owners\occupants of the proposed bike lane project in <br />May of 1994, and received a number of written and verbal comments from the affected parties, <br />primarily opposed to the loss of on-street parking. These concerns were responded to directly by <br />staff and/or through the work of the council subcommittee. <br />
