<br />58 - 'ita -{)9 <br /> <br />Administrative Order <br />of the <br />Traffic Engineer of the City of Eugene, Oregon <br /> <br />Removing Parking on and Widening <br />Jefferson Street between 12th Avenue and 13th Avenue <br /> <br />The Traffic Engineer of the City of Eugene finds that: <br /> <br />A. The Eugene Code provides that the City Manager or the manager's designee shall <br />exercise specific traffic duties by administrative action, including: <br />~ Implementing ordinances, resolutions, and motions of the Council <br />and his or her own orders by installing traffic control devices; <br />~ Altering traffic control areas and traffic control devices including, <br />· Traffic control signals, signs, and pavement markings, <br />· Crosswalks and traffic lanes, <br />. Intersection channeIizatio~ and <br />. Parking areas; and <br /> <br />B. On February 14, 1996, the Lane County Board of Commissioners authorized use <br />of County road funds to construct a new entrance into the Fairgrounds, located <br />south of 13th Avenue at Jefferson Street; and <br /> <br />C. An new entrance road into the Fairgrounds, located south of 13th Avenue at <br />Jefferson Street, scheduled to be open by August 18, 1996; and <br /> <br />D. Access Engineering Inc. evaluated the proposed Jefferson Street entrance into the <br />Fairgrounds in its May 1996 report Fairgrounds Traffic Study. The study contains <br />existing and projected PM peak hour Level of Service at the 13th Avenue - <br />Jefferson Street intersection for the scenarios listed below; and: <br /> <br /> Level of Service <br />Scenario 1996 2015 <br />Existing Lanes - no Fairgrounds event D E <br />Existing Lanes - small Fairgrounds event E F <br />Add third southbound lane - small Fairgrounds event D E <br /> <br />E.
