(I) The physical condition and characteristics of the street and abutting property. . Jefferson Street is a 34 foot wide asphalt street in a 66' right-of-way. It is proposed to be widened to 40' for approximately one-half of a block. The existing 10' park strip separating the roadway from the sidewalk will be reduced to four feet. . The abutting property consists of the Lincoln School Apartments and the McNail-Riley Neighborhood Center on the west side of the street, and single family and duplex units on the east side. (j) Emergencies. . Emergency vehicle services won't be affected by this project. (k) The public health, safety, and welfare. . The public health, safety and welfare won't be affected by this project.. (1) Special events of community interest including parades and public gatherings. . As part of the relocation of the Fairgrounds main entrance, this will improve access to community events held at the Fairgrounds. (m) Construction within or adjacent to the street. . Construction within the street will be easier, as there will be an additional lane which could be used to detour vehicles. Construction adjacent to the street will be adversely affected, as the removal of on-street parking will limit the area available for contractors to park vehicles. (n) Establishing conditions upon the use of parking. . Approximately 185 feet of unrestricted parking will be removed. This is the equivalent of nine parking spaces. . There is a high demand for parking in this area during the Lane County Fair, but low demand the rest of the year. . The Lane County Fair Board has increased on-site parking, decreasing the need for on-street parking.
