@ Other recognized traffic control standards.

. Signing and markings will comply with the Manual on Uniform Traffic
Control Devices.

(d) The city's adopted transportation-related plans and policies.

. There are no city adopted transportation-related plans concerning this
intersection.

(e) Existing state and local laws regulating use of public ways.

. Provisions of the 1995-96 Oregon Vehicle Code will apply after the
parking is removed.

(f) The efficient use of the public way by the public.

. Parking removal will allow a third southbound lane to be added to
Jefferson Street, which will promote the efficient use of the intersection
and improve access to the Fairgrounds.

(g) The use of abutting property.

. Parking removal will not affect the use of the abutting property.

(h) The intensity of use of the street by vehicles and pedestrians.

. The parking removal by itself will not affect the intensity of use of the
street. In conjunction with the creation of the Fairgrounds main entrance,
traffic volumes will increase. Other area streets, in particular Monroe
Street and Jackson Street, will experience a decrease in Fairgrounds
related traffic. Pedestrian traffic will not be affected; bicycle traffic will
be adversely affected, as cyclists will no longer be able to use the parking
lane when riding south on Jefferson.
