<br />Administrative Order <br />of the <br />Traffic Engineer of the City of Eugene, Oregon <br /> <br />Removing Parking on and Widening <br />Jefferson Street between 12th Avenue and 13th Avenue <br /> <br />Criteria for Administrative Action <br /> <br />The administrative action of the Traffic Engineer of the City of Eugene, Oregon, removing <br />parking on Jefferson Street between 12th Avenue and 13th Avenue is based on the following <br />criteria: <br /> <br />(a) Traffic engineering principles and traffic investigations: <br /> <br />. Roadway and intersection capacity: the parking removal will allow a third <br />southbound lane to be installed on Jefferson Street north of 13th Avenue. <br />Without the third lane, the intersection of 13th - Jefferson will operate at <br />LOS "E" in 1996 and "F" in 2015 in the PM peak hour during a small (300 <br />vehicle) Fairgrounds event. With the third southbound lane, PM peak hour <br />LOS would be "D" in 1996 and "E" in 2015. <br /> <br />. Safety: The additional southbound lane, would reduce the accident <br />potential at the intersection by reducing congestion during Fairgrounds <br />events. <br /> <br />. Traffic signs, markings and signals: Signs, markings and signals will be <br />added, removed, or modified as needed to comply with the Manual on <br />Uniform Traffic Control Devices. <br /> <br />. Intersection Control: The intersection of 13th - Jefferson is controlled by <br />an actuated traffic signal. The signal will be modified as necessary to <br />accommodate the revised southbound approach. <br /> <br />. Roadway lighting: There will be no changes to existing street lighting. <br /> <br />. Access control: No restrictions will result from the parking removal. <br /> <br />. Speed zoning: No changes will be made to the existing Speed 30 zone. <br /> <br />(b) Standards, limitations, and rules promulgated by the Oregon Transportation <br />Commission or the Oregon Public Utility Commission or their successors. <br /> <br />. No applicable standards, limitation, or rules apply. <br />
