<br />5"8~1 /p - )..g <br /> <br />Administrative Order <br />of the <br />Traffic Engineer of the City of Eugene, Oregon <br /> <br />Establishing A Temporary Speed 30 Zone on <br />the Ferry Street Bridge Corridor, which includes <br />the Ferry Street Bridge Overpass and Coburg Road south of Oakway Road <br /> <br />The Traffic Engineer of the City of Eugene finds that: <br /> <br />A. Section 5.040 of the Eugene Code provides that the City Manager or the <br />manager's designee shall exercise specific traffic duties by administrative action, <br />including implementing ordinances, resolutions, and motions of the Council and <br />his or her own orders by installing traffic control devices. <br /> <br />B. 0 RS 810 .180( 5) states that "Each roa4, authority, with respect to its own highway <br />or streets, may designate speeds for vehicles upon any portion of the highway or <br />street upon which temporary conditions constituting a danger to the public exist or <br />above, below or upon which construction or maintenance work is being carried on <br />so close to the roadway as to be a danger to passing traffic or to be endangered by <br />passing traffic." <br /> <br />C. Speed zone orders 870, dated October 26, 1961 and 910D, dated June 10, 1993, <br />established Speed 40 zones on the Ferry Street Bridge Overpass and Coburg <br />Road. <br /> <br />D. The Ferry Street Bridge project (the Project) will involve reconstruction of <br />roadways in the Corridor. The Project is scheduled to begin in Spring 1997 and <br />will last approximately two years. <br /> <br />E. With a weekday ADT of more than 60,000, the four lane Ferry Street Bridge <br />Corridor is the busiest surface street in Eugene. <br /> <br />F. The Corridor had 106 accidents and an accident rate of 4.84 in 1995. <br />
