<br />G. During certain phases of the Project, one or more of the following conditions <br />are likely to be present: <br /> <br />1. Traffic will be reduced to one lane in each direction; <br />2. Workers will be present for extended periods in a closed lane or within <br />ten feet of the roadway and unprotected by barriers; <br />3. Traffic control devices will be encroaching on a lane open to traffic or <br />within a closed lane but within two feet of the edge of the open <br />lane; <br />4. There will be a barrier or pavement edge drop-off within two feet of the <br />traveled way; and <br />5. Lane closures will cause traffic congestion. <br /> <br />H. A reduced speed zone will reduce the potential for accidents and increase the <br />safety of workers. <br /> <br />NOW, THEREFORE, <br /> <br />Based on the above findings, and pursuant to the authority contained in Section 5.040 of <br />the Eugene Code and ORS 810.180(5), the Traffic Engineer of the City of Eugene hereby <br />establishes a temporary Speed 30 zone on the Ferry Street Bridge Overpass and on <br />Coburg Road south of Oakway Road.
