<br />Administrative Order <br />of the <br />Traffic Engineer of the City of Eugene, Oregon <br /> <br />Establishing A Temporary Speed 30 Zone on <br />the Ferry Street Bridge Corridor, consisting of <br />the Ferry Street Bridge Overpass and Coburg Road south of Oakway Road <br /> <br />Criteria for Administrative Action <br /> <br />The administrative action of the Traffic Engineer of the City of Eugene, Oregon, establishing a <br />Temporary Speed 30 zone on the Ferry Street Bridge Corridor is based on the criteria listed <br />below. These criteria only address the effects of the Speed 30 zone, and do not address effects of <br />the Ferry Street Bridge Project. <br /> <br />(a) Traffic engineering principles and traffic investigations: <br /> <br />. Roadway and intersection capacity: Roadway and intersection capacity will <br />be reduced by the Proj ect. Capacity would be further reduced by any <br />accidents that occur in the corridor. To the extent that the Speed 30 zone <br />would help reduce accidents, it would improve roadway capacity. <br /> <br />. Safety: The accident potential will be reduced. Lower vehicle speeds will <br />allow motorists more time to react to unexpected situations. <br /> <br />. Traffic signs, markings and signals: All signing to be added will comply with <br />the Manual on Uniform Traffic Control Devices. <br /> <br />. Intersection Control: Not applicable. <br /> <br />. Roadway lighting: Not applicable.. <br /> <br />. Access control: Not applicable. <br /> <br />. Speed zoning: The existing Speed 40 zone will be lowered to Speed 30 for <br />the duration of the Project. The Speed 40 zone would be reinstated <br />upon completion of the Project.. <br /> <br />(b) Standards, limitations, and rules promulgated by the Oregon Transportation <br />Commission or the Oregon Public Utility Commission or their successors. <br /> <br />. No applicable standards, limitation, or rules apply. <br />
