<br />Administrative Order No. 58-98-05 <br />of the <br />Traffic Engineer of the City of Eugene, Oregon <br /> <br />Parking Changes on Pearl Street between Broadway and 12th Avenue <br /> <br />Criteria for Administrative Action <br /> <br />The administrative action of the Traffic Engineer of the City of Eugene, Oregon, removing parking <br />on the east side of Pearl Street from 1 Oth Avenue to south of 11 th Avenue and permitting parking on <br />the west side of Pearl Street from Broadway to north of 11 th Avenue is based on the following <br />criteria: <br /> <br />(a) Traffic engineering principles and traffic investigations: <br /> <br />. Roadway and intersection capacity: The parking changes and accompanying <br />travel lane modifications will not adversely affect roadway and intersection <br />capacity. Capacity on this section of Pearl Street is determined by the capacity at <br />11 th Avenue. Capacity will not be adversely affected, as there will still be three <br />lanes on Pearl Street at 11 th Avenue. Roadway capacity will not be adversely <br />affected by reducing the three lane section between Broadway and 1 (1h Avenue to <br />two lanes. <br /> <br />+ Safety: All potential effects on safety are minor. A positive effect is that there <br />will be fewer conflicts between bicyclists and motorists entering and leaving <br />parking spaces. Negative effects are that the travel lanes will taper to the left at <br />1 Oth Avenue and to the right south of 11 th Avenue. The effects on safety are <br />minor for the following reasons: <br /> <br />~ there were no bicycle accidents involving motorists entering or leaving <br />parking spaces on this sectiop. of Pearl Street during the five year <br />period from January 1, 1992 through December 31, 1996; and <br /> <br />~ Taper lengths will conform to Manual on Uniform Traffic Control <br />Devices (MUTCD) standards. <br /> <br />+ Traffic signs, markings and signals: All changes to signs, markings and signals <br />will be in compliance with MUTCD standards. <br /> <br />+ Intersection Control: The intersections of Pearl Street at 1 Oth Avenue and 11 th <br />Avenue are controlled by traffic signals. The signal heads and lane use signs for <br />Pearl Street at 11 th Avenue will be moved as needed to maintain correct <br />placement with the shifted lanes. No other changes will be made to the <br />intersection controls. <br />
