(i) The physical condition and characteristics of the street and abutting property. + Pearl Street is a one-way, 42 foot wide asphalt street in a 66' right-of-way. The existing street use, from the east side to the west side, consists of metered parking, a bike lane and three travel lanes. There are sidewalks on both sides of the street. .. .~ + The abutting property on the east side of Pearl Street consists of small retail stores, a Greyhound bus depot, a motel and a bank. The west side has a surface parking lot, two parking garages and a Firestone tire store. The new retail spaces are on the ground floors of the parking garages at the northwest and southwest comers of 10th-Pearl. (j) Emergencies. + Emergency vehicle services won't be affected by this project. (k) The public health, safety, and welfare. + The public health, safety and welfare won't be affected by this project. (1) Special events of community interest including parades and public gatherings. + Special events won't be affected by this project. (m) Construction within or adjacent to the street. + Construction within or adjacent to the street won't be affected by this project. (n) Establishing conditions upon the use of parking. + The project will result in a net gain of one metered parking space and one commercial parking space. Twelve metered parking spaces and one commercial space will be removed from the east side of the street. These will be replaced by thirteen metered spaces and two commercial parking spaces on the west side of the street. + The existing metered spaces south of 1 Oth Avenue receive moderate usage. It is anticipated that the new spaces will be used more, after the new retail spaces are occupied. . + The commercial space that will be removed is south of 11 th Avenue. The two new commercial spaces are north of 11 th Avenue, so they won't provide a replacement for the removed commercial space. On-street parking south of 11 th A venue will be examined if the loss of the commercial space creates a problem for area businesses.
