(i) The physical condition and characteristics of the street and abutting property. . This section of 18th Avenue is a two-way, unimproved asphalt street. It is 24 to 26 feet wide with gravel shoulders about three feet wide. The bridge deck is 23 feet wide with 9 ~ foot travel lanes. The street has no sidewalks. . The abutting property on both sides of the street is undeveloped. G) Emergencies. . Emergency vehicle service could be affected by this action as vehicles with a gross weight of more than five tons will not be permitted on this section of 18th Avenue (k) The public health, safety, and welfare. . This action will have a small impact on public safety and welfare but will not affect public health. Public safety will be improved, as the potential for accidents that might be caused by the failure of the bridge will be minimized. On the other hand, the action might have a negative impact on public safety if the weight limit restriction requires re-routing of emergency vehicles and an increase in emergency response time. The public welfare will be adversely affected by the required re-routing of L TD buses. (1) Special events of community interest including parades and public gatherings. .
