ORDINANCE N0. i~ZS4 <br />AN ORDINANCE CONCERNING THE SORREL WAY SIDEWALK <br />PROJECT; ADOPTING FINDINGS; AND DECLARING AN <br />EMERGENCY. <br />The City Council of the City of Eugene finds that: <br />A. Sorrel Way provides a pedestrian and bicyclist connection <br />between the Oakway Mall-Oakmont shopping area, residential areas, <br />and the Washington Elementary School. Portions of the area have <br />sidewalks on one side of the street, while in other portions, no <br />sidewalks exist. <br />B. The City Engineer has determined that construction of <br />sidewalks adjacent to properties on Sorrel Way from Roan Drive to <br />Coburg Road is consistent with the Eugene Sidewalk Program Document <br />adopted by the Council on July l4, 198, and is necessary in <br />order to complete gaps in the sidewalks on both sides of Sorrel Way. <br />C. The portion of the project between Coburg Road and <br />Rustic Place has been identified as a high priority area for <br />sidewalk placement by the 198 Eugene Sidewalk Program Document, <br />and the Harlow Neighbors neighborhood association has requested <br />the installation of sidewalks on Sorrel Way between Rustic Place <br />and Roan Street. <br />D. A public hearing concerning the proposed sidewalk <br />construction was held before Hearings Officer Jack A. Billings on <br />April 12, 1984 at the request of property owners. At that hear- <br />ing, public comment and a City staff presentation was received, <br />and the Hearings Official reviewed the Eugene Sidewalk Program <br />Document and conducted an on-site investigation. Based thereon, <br />the Hearings Official entered findings that there is a need for <br />construction of sidewalks on Sorrel Way from Roan Drive to Coburg <br />Road , and that property owners be notified of their right to <br />construct the sidewalks at their own expense by July 15, 1984, <br />and if not so constructed, that the City Council should initiate <br />construction through a local improvement project as provided in <br />sections 7.16 to ?.~7~ of the Eugene Code, 1971. <br />E. The report and findings of the Hearings Official have <br />been reviewed by the Council and should be approved. <br />NOWT THEREFORE, <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br />Section 1.
