ORDINANCE NO. i qoZ Q.3 AN ORDINANCE ADOPTING AMENDMENTS TO THE EUGENE-SPRINGFIELD METROPOLITAN AREA GENERAL PLAN; TAKING AN EXCEPTION UNDER LCDC GOALS 2 AND 3 TO CERTAIN PROPERTIES; AMENDING ORDINANCE _~ NO. 15927; AND DECLARING AN EMERGENCY. The City Council of the City of Eugene finds that: ~~:- 4 ^r~ _-.- 1. The Eugene-Springfield Metropolitan Area General Plan Metro Plan} was adopted by the Eugene City Council on ~Tuly 25, 198 and amendments, thereto were subsequently adopted on February 8, 1982 by Eugene Ordinance No, 18927 and an February 15, 1954 by Eugene Ordinance No, 19229. ~. Pursuant to the amendment process et forth in Chapter Iv and Appendix A to the Metro Plan, Lane County has referred to the cities of Eugene and Springfield. amendments to the text of the Metro Plan, the working papers and the plan diagram. 3. Public hearings occurred on the proposed plan amendments before the Eugene Planning Commission on October 2, 1954. The Planning Commission recommended adoption of the amendments. 4. The Eugene City Council conducted a hearing on the matters on October 8, 1984 allowing the record to remain open for the submission of evidence until October 18, 1984, Now therefore, based on the above findingsr THE CITY OF EUGENE ODES ORDAIN AS FOLLOWS: Section 1. The text of the Metro Plan is amended as set forth in Attachment 1 which is attached hereto andincarporated herein as though fully set forth, Section Z. The Metropolitan Plan Update Exceptions Working Paper -- Addendum is amended as set forth in Attachment 2 which is attached hereto and incorporated herein as though fully set forth, Section 3. The Metro Plan diagram is amended to designate the following parcels "Rural Commercial": Map 15-~3-1~-~1~ Tax Lots 1~~~, 24~~, 25~~, 26~~, 31~~, 32~~; Map 18-~3~-11-3 } Tax Lots 7~~, 8~~, 9~~, 1~~~, 14~~, 18~~, 19~~, 2~~1~, 211, 22~~, 4~~~. The Metro Plan diagram further is amended to designate the following parcels "Rural Industrial": Map 18-~3-1a~1~ Tax Lats 111, 23~~, the east portion of 11~~, and the north portion of 21~~, All other parcels within this Bloomberg Road exception area are designated "Rural Residential", 1 - Ordinonce
