The Metro Plan diagram further is amended to change the designation of the Knight Trucking exception area Tax Lot l~-~4-33-9~~, western portion onlyy from "Light Medium Industrial" to "Rural Industrial". Section 5. An exception under statewide land use planning Goal ~ to the application of Goals 3 Agricultural Lands} and 4 Forest Lands}~ for the Knight Trucking and Bloomberg Road exception areas is taken. Section 6. Findings supporting these plan amendments, as set forth in Attachment 3 which is attached hereto and incorporated ---herein as though fully set forth, are hereby adopted. Section 7. If any section or provision of this ordinance is found to be invalid ~ improperly adopted or adopted without supporting findings and evidence, such finding of invalidity shall not invalidate or otherwise affect the remaining portions of this ordinance. Section S. The matters contained herein concern the public welfare, It is necessary for effective consideration of these plan amendments by Lane County and the Lane Council of Governments that this ordinance be effective sooner than thirty days from its date of enactment, Therefore, an emergency is hereby declared to exist, and this ordinance shall be effective upon its passage by the City Council, approval by the Mayor, adoption of the plan amendment by the City of Springfield and Lane County, and ratif i- cation of the amendment by the Board of Directors of the Lane Council of Governments.
