<br />Emerge,n,cy~ Any non-hospital occurrence ar situation involving
<br />illness, injury or disability requiring immediate medical or
<br />psychiatric services, wherein delay i n the provision of such ser-~
<br />vices is likely to aggravate the condition and/or endanger personal
<br />health or safety.
<br />Emer envy medical services EMS Those pre~-hospi tal fund
<br />tions and services which are required to prepare for and respond
<br />to emergencies, including fire apparatus, ambulances}, treatment,
<br />communications, evaluation, and public education.
<br />Health care facility. A hospital, clinic, or extended care
<br />facility that regularly provides medical and/ar psychiatric care
<br />or services.
<br />Response time. The period of time from receipt of a call far
<br />assistance until the arrival of EMS providers.
<br />Section 3, The table of licensed businesses set forth in Section 3.010
<br />of the Eugene Code, 1971, is hereby amended by deleting therefrom "Ambulance
<br />attendant", "Ambulance driver", "Ambulance driver attendant", and "Ambulance
<br />owner-operator", and inserting in alphabetical order therein "Ambulance",
<br />with a notation in each Column A through F of "See Rules".
<br />Section 4, Sections 3.135, 3,145, 3.164, and 3.165 of the Eugene Code,
<br />1971 are hereby amended, anew subsection ~5} is hereby added to Section
<br />3.990 of that Cade, and new Sections 3.115, 3.117, 3.119, 3.121, 3.123,
<br />3.125, 3.127, 3.129, 3.131, 3.133, 3.137, 3.139, 3.141, and 3.143 are added
<br />thereto, to read and provide:

<br />~1} No person shall operate an ambulance vehicle or business within
<br />the corporate limits of the city without first obtaining a license for
<br />operation.
<br />(2} No person shall operate a vehicle as an ambulance that is not
<br />equipped, operated, and attended by the personnel as required by the rules
<br />adopted under section 3.127.
