A Support <br />Comments: <br />HB 3461 authorizes energy efficiency measures as a complying with a renewable energy <br />portfolio standard. This is generally termed as the “nega-watt” concept, pioneered by <br />Amory Lovins. The concept is that relatively low level expenditures toward efficiency <br />measures yield a far larger cost benefit and the same carbon reduction goals as capital <br />intensive renewable energy generation technologies. <br />HB 3461 emphasizes demand side management technologies and practices to the <br />advantage of the owner, not the utility. Under Section 2, the customer becomes the <br />owner of the measure and any renewable energy credits that are issued for the project. <br />The bill covers residential, commercial and industrial demand side management projects. <br />Any financial incentive that is received for these projects will be considered income and <br />would need to meet IRS guidelines for this. <br />The City of Eugene could capitalize financially through this bill with demand side <br />management measures and energy efficient upgrades through the ownership and selling <br />of renewable energy credits or as offsets for other greenhouse gas intensive operations. <br />The City of Eugene should support this bill. <br />HJR 0013 <br />Relating Clause: Proposing amendment to Oregon Constitution relating to local taxing districts <br />Title: Proposes amendment to Oregon Constitution to exempt local taxing districts from certain <br />limitations on bonded indebtedness if bonded indebtedness is incurred to finance capital <br />costs.
