Requires voter approval for <br />public body to issue general obligation debt. Specifies that school district may not pledge <br />full faith and credit and taxing power of state. For Eugene, an example would be the debt that we issued to pay for the <br />new library, or the debt that we issued to pay for the Santa Clara Fire Station. Under <br />current law, those types of borrowings do not require a public vote, and they do not <br />increase taxes.
