DEVELOPMENT APPROACH <br /> <br /> <br />This document contains the information developed by the Mayor, City Manager, City Council <br />and staff of the City of Eugene in their annual retreat, February 6-7, 2009. <br /> <br />These are collective statements that represent all the statements recorded by the group during the <br />retreat. At times it was necessary to add words to the brief recorded statements to clarify the <br />intent. Or, a word might be added to bridge two or more statements together. These added <br />words are shown in italics. This is kept to a minimum in order to retain the original recorded <br />thought. Staff statements are also shown in italics in some of the statements. The development <br />of collective statements is described in the appendix. <br /> <br />This is a brief overview of the process: <br /> <br /> <br />PAGE: <br /> <br />4. The Worst Possible Outcomes of the Retreat. <br />All participants answered the Questions on 3 x 5 <br />cards: <br /> <br />“What Will Be the Worst Possible Outcomes spending 2 days in this retreat? (On one <br />side of the card.) <br /> <br />This section includes all of the worst possible outcomes that were recorded developed into <br />collective statements. Worst possible outcomes will always be instantly imagined in any event. <br />These fears are instinctive, autonomic, without thinking. They are the outcomes we don’t want to <br />happen. <br /> <br />This activity brings our fears into our consciousness. They can become a “hidden” purpose, <br />developing the beliefs and behaviors of people so that they become self fulfilling prophecies. <br />They are possible, and if we are conscious of them, we can manage them differently. A choice <br /> <br />must be made to change the direction to one that is positive. <br /> <br />5. (On the <br />other side of the card.) <br /> <br />purpose <br />This describes the that the team members intend to foster by “investing their time” <br />instead of “spending it.” Before describing how to make something happen, we need to know <br />what outcomes we want to create.
