<br />ADMINISTRATIVE ORDER NO. 53-93-17 <br />of the <br />City Manager <br />City of Eugene, Oregon <br /> <br />Delegating Responsibilities Under BUD CDBG Program, Rental <br />Rehabilitation Program and HOME Program to <br />Development Department Director <br /> <br />The City Manager of the City of Eugene finds that: <br /> <br />A. Under the provisions of Chapter ~ Section 16 of the Eugene Charter of <br />1976, the City Manager is designated as the administrative head of the City, and therefore <br />the responsible "agency" official for HUD programs, including the CDBG Program, Rental <br />Rehabilitation Program, and HOME Program (Eugene-Springfield consortium of which <br />Eugene is the lead agency). <br /> <br />B. As a recipient of Federal funds under these programs, the City's "responsible <br />official" is required to perform certain duties in connection with the administration of the <br />programs. The City Manager's environmental review "Certifying Officer" functions under <br />the CDBG program was heretofore delegated to the Director of the City's Planning & <br />Development Department, by Administrative Order No. 53-92-21. It would be more <br />efficient and in the public interest to delegate these additional administrative duties under <br />the above programs. <br /> <br />C. These federal programs are administered by the City's Planning & <br />Development Department, and the City Manager's duties and responsibilities as "responsible <br />official" or "agency official" thereunder, except those specifically reserved herein, should be <br />delegated to the Director of that Department. <br /> <br />D. The Director of the Planning & Development Department should also be <br />specifically authorized to delegate all or any of the duties or responsibilities delegated herein <br />upon a determination that it would be more efficient and in the public interest to do so. <br /> <br />Now, Therefore, based on the above findings, which are hereby adopted, <br /> <br />THE CI'IY MANAGER OF THE CI'IY OF EUGENE ORDERS AND DIRECfS <br />THAT: <br /> <br />1. Except as provided in Section 3 below, the City Manager's duties and <br />responsibilities as "responsible official" or "agency official" for Federal HUD Programs <br />consisting of the CDBO Program, Rental Rehabilitation Program and HOME Program, are <br />hereby delegated to the Director of the Planning & Development Department of the City <br /> <br />Administrative Order - 1 <br />
