<br />F. Failure to extend the effective date of this rule could prejudice the effectiveness of <br />the City's programs relating to development or construction of semiconductor manufacturing <br />facilities using hazardous piping and equipment to the detriment of the public health and safety. <br /> <br />Therefore, based upon the above findings, which are hereby adopted, and pursuant to the <br />authority contained in Sections 2.019(6) and Chapter 8 of the Eugene Code, 1971, <br /> <br />The City Manager Pro-Tem of the City of Eugene hereby orders that: <br /> <br />1. The effective date of Emergency Rule Concerning Application of Hazardous Piping <br />Regulations in Construction of Semiconductor Manufacturing Facilities adopted by Administrative <br />Order No. 53-96-03 is hereby extended for a period of 180 days from September 10, 1996, unless <br />earlier repealed, or replaced with a permanent rule adopted in accordance with the procedures of <br />Section 2.019 of the Eugene Code, 1971. <br /> <br />2. The Emergency Rule as extended herein is amended to provide that the Building <br />Official shall require the application of the 1996 Oregon Mechanical Specialty Code, Appendix <br />Chapter 14 to the review of hazardous piping and equipment installations in semiconductor <br />manufacturing facilities. <br /> <br />Dated this J ()~ day of September, 1996. <br /> <br />~~~ <br /> <br />WI.'fI...
