<br />City Manager. The City Manager of the City of Eugene, the City Manager's <br />designee, and, except for the promulgation of rules, establishment of fees, or decisions <br />regarding the imposition of fees or penalties, any entity with which the City contracts for <br />administration and enforcement of Sections 3.650 to 3.680 of the Eugene Code, 1971. <br /> <br />Downtown Services District (DSD). That downtown area of the City of Eugene as <br />established and defined in Section 3.650 of the Eugene Code, 1971, which includes: <br /> <br />Inner District. That portion of the DSD as described in Subsection (3)(a) of <br />Section 3.650 of the Eugene Code, 1971, and depicted on the map attached as Exhibit <br />A hereto. <br /> <br />Outer District. That portion of the DSD as described in Subsection (3)(b) <br />of Section 3.650 of the Eugene Code, 1971, and depicted on the map attached as <br />Exhibit A hereto. <br /> <br />Exernpt (26 USC 501(c)(3)) Organization. Corporations, and any community chest, <br />fund, or foundation, organized and operated exclusively for religious, charitable, scientific, <br />testing for public safety, literary, or educational purposes, or for the prevention of cruelty to <br />children or animals, no part of the net earnings of which inures to the benefit of any private <br />shareholder or individual, no substantial part of the activities of which is carrying on <br />propaganda, or otherwise attempting, to influence legislation, and which does not participate <br />in, or intervene in (including the publishing or distributing of statements), any political <br />campaign on behalf of any candidate for public office. <br /> <br />Occupied Space. Except for exempt property, that portion of a building within the <br />DSD that is leased for non-residential purposes, or, if owner-occupied, "occupied space" <br />specifically includes, but is not limited to, portions of a building used for commercial or <br />other office space, or storage space, basements, rooms or units of hotels and motels within <br />the DSD that are occupied for overnight lodging, and portions of hotels and motels that are <br />used for retail or food/drink activities. <br /> <br />Property Owner. The owner of record as reflected on the records of the Lane <br />County Assessor's office, or such other person or entity authorized in writing to act on behalf <br />of the property owner. <br /> <br />Residential Purposes. A building or portion thereof occupied or offered for <br />occupancy as a permanent place of residence, with kitchen, bath and other necessary <br />amenities. <br /> <br />Administrative Order - 2 <br />
