<br />willing to earn the privilege by bonafide efforts required to assume the responsibility <br />of sharing the ride to work on a daily basis with two or more other commuters. The <br />program is mandated by the City Council to reduce the number parking spaces <br />downtown, to reduce the number of cars on the streets each day to reduce traffic <br />congestion, and to improve air quality. The Rideshare program requires that the <br />rider be present in the vehicle for at least 800/0 of the commute trip but does not <br />require the rider to be in the vehicle and accompany the driver to the facility. The <br />City is planning a rideshare permit re-application and verification process after the <br />first of the year to eliminate any abuses. <br /> <br />Comment 4: Sabree Hammel indicated that she is very concerned about pot <br />holes in Lot 15 where she is a monthly parker. She also questions the need for the <br />rate increase and whether the City really wants downtown workers to be able to <br />park downtown. She refers to family requirements of individuals which preclude <br />them from taking the bus. <br /> <br />Findings: The findings in response to comment 2 are responsive to Ms. <br />Hammel's question concerning the rate increase. City staff has been requested to <br />respond direct to Ms. Hammel with respect to the other concerns she raised. <br /> <br />On the basis of these findings, and the findings contained in Administrative Order <br />No. 53-98-13, no changes are being made in response to the comments received, and, <br /> <br />The City Manager of the City of Eugene orders that: <br /> <br />1. Administrative Order No. 53-97 -09-F, and any other order in conflict <br />herewith, is hereby repealed, as of midnight, December 31, 1998. <br /> <br />2. The Parking Fee Schedule and Regulations attached as Exhibit A hereto and <br />incorporated herein by reference is hereby adopted and/or ratified, effective January 1, <br />1999. <br /> <br />Dated this J ~ '"'""d;y of December, 1998. <br /> <br />~e-lL <br /> <br />James R.
