Packard, Chief of Police SUBJECT: ADMINISTRATIVE RULES FOR CITY ORDINANCE 5.240 and 5.540 - SIGNING ON PRIVATE PARKING FACILITIES Attached is an administrative order designating the police chief as the administrator of rules pursuant to the new ordinance provisions effective June 23, 1984. The administrative rules were developed with two objectives in mind. First, to make the notice of restricted parking similar to signs used by the City in the parking enforcement program. This may help the public recognize that parking is restricted on a parking facility. The second objective is to allow enough flexibility in the rules to accomodate most signs that currently exist. with the exception of the grey and white signs that are in use, most signs could be used in their present form by adding the hours of enforcement and the city Code section. Public testimony on the ordinance indicated the grey legend on white background size was developed to "blend in" with the adjacent buildings. This appears to represent a contradiction with the purpose of posting notice and was, therefore, excluded as an acceptable notice. Other than the grey legend size, the department estimates that 90% of all currently legal signs will be acceptable after minor modification under the new rules. It is also important to recall that only those parties wishing to use the citation option will need to put up conforming signs immediately.
