Packard, Chief of Police <br /> <br />SUBJECT: ADMINISTRATIVE RULES FOR CITY ORDINANCE 5.240 and 5.540 - <br />SIGNING ON PRIVATE PARKING FACILITIES <br /> <br />Attached is an administrative order designating the police chief as the <br />administrator of rules pursuant to the new ordinance provisions effective <br />June 23, 1984. <br /> <br />The administrative rules were developed with two objectives in mind. First, <br />to make the notice of restricted parking similar to signs used by the <br />City in the parking enforcement program. This may help the public <br />recognize that parking is restricted on a parking facility. <br /> <br />The second objective is to allow enough flexibility in the rules to <br />accomodate most signs that currently exist. with the exception of the <br />grey and white signs that are in use, most signs could be used in their <br />present form by adding the hours of enforcement and the city Code section. <br />Public testimony on the ordinance indicated the grey legend on white <br />background size was developed to "blend in" with the adjacent buildings. <br />This appears to represent a contradiction with the purpose of posting <br />notice and was, therefore, excluded as an acceptable notice. <br /> <br />Other than the grey legend size, the department estimates that 90% of <br />all currently legal signs will be acceptable after minor modification <br />under the new rules. <br /> <br />It is also important to recall that only those parties wishing to use <br />the citation option will need to put up conforming signs immediately. <br />All other property owners have until July 1, 1985, to bring their signs <br /> <br /> <br />Ci:forrnan~p <br />F::~~::~' - CHIEF:P:E <br /> <br /> <br />JLP/VCM:lw <br /> <br />DEPARTMENT OF FINANCE <br />DATE RECEIVED FOR FILING <br />.
