The standard signs shall be designated in an Administra- <br /> <br />tive Rule of the Police Chief, which Rule shall be effective <br /> <br />on June 23, 1984. <br /> <br />Immediately upon its adoption, however, the <br /> <br />Police Chief shall cause public notice to be given of the proposed <br /> <br />standards by one publication thereof in a newspaper of general <br /> <br />circulation within the City. <br /> <br />The notice shall further state <br /> <br />that a public hearing will be held thereon within l0 days of <br /> <br />the date of the notice, and that a copy thereof may be obtained <br /> <br />at the Police Department upon payment of the normal fee charged <br /> <br />by the City for copies of public records. A copy shall also <br /> <br />be forwarded to local towing companies and other parties who <br /> <br />have expressed interest therein. Upon conclusion of the hearing, <br /> <br />and providing the standards are found in compliance with the <br /> <br />provisions of Section 5.540 of the Eugene Code, 1971, the Rule <br /> <br />shall be declared permanently effective. <br /> <br />3. Except where an emergency requires immediate action, <br /> <br />any mod if i ca t i on to the standard sign adopted under paragraph <br />2 hereof shall be adopted after similar notice and hearing. <br />4. The Police Chief is further directed to establish <br /> <br />in the Administrative Rule procedures for granting variances <br /> <br />to the standard signs, and procedures for modifying the standards <br /> <br />established by the Police Chief. <br />Dated this J?
