/92 ~' <br />9.592 Parkin Area Im ravements. A11 public or private parking <br />areas which contain three or more parking spaces and outdaor <br />vehicle sales area, shall be improved according to the following: <br />~c} All required parking areas and service drives except <br />those required i n conjunction with single family or two family <br />dwellings or vehicle sales areas that abut a residential district, <br />shall be enclosed along interior property lines that abut those <br />residential districts with a 75 percent opaque site-obscuring <br />fence, wall, or hedge three to eight feet in height. The fence, <br />wa11 or hedge shall adhere to the visual clearance and front and <br />interior yard requirements of the district i n which i t i s l orated. <br />If it is not located on the property line, the area between the <br />fence, wa11 or hedge and the property line sha11 be landscaped <br />with lawn or low-growing evergreen ground cover, or vegetable or <br />or rock mulch. A11 plant vegetation in this area sha11 be ade- <br />quately maintained by a permanent irrigation system, and fences, <br />walls and hedges shall be maintained in goad condition. Plantings <br />shall provide the required degree of screening within ane year of <br />installation, Adequate provision shall be maintained to protect <br />walls, fences and plant materials from being damaged by vehicles <br />using the parking area. <br />Section 23. Section 9.593 of the Eugene Code, 197I, is hereby amended <br />by amending the title; amending Subsection ~I}~a}; and adding a new Subsec- <br />tion ~3} thereto, to read and provide: <br />9,593 Parkin Area Street Bufferin . <br />(I} A11 public and private outdoor parking areas created or <br />expanded after November I, I977, that provide for four or more spaces, <br />except those located in I-2 or I-3 zoning districts, shall be buffered <br />from abutting streets uti 1 i zi ng such materials, design and characteristics <br />as necessary to conform to all the following requirements: <br />~a} Except as provided elsewhere in this Code for vision <br />clearance, and as is necessary for safe entrance to and exit <br />from parking areas, the minimum height is established as two-and- <br />one-half feet above grade within one year of installation; and <br />~3} The building official may approve the location of all ar <br />part of this section's required buffering in the public right-of-way pro- <br />vided: <br />~a} Adequate area exists to fulfill all the requirements <br />of subsection ~1} of this section between the property line and <br />the actual street; <br />fib} The street is already built to the planned right-of- <br />way width; and, <br />(c} Ali si on clearance requirements of this code are met, <br />ordinance -- 24 <br />
