/92 ~' 9.592 Parkin Area Im ravements. A11 public or private parking areas which contain three or more parking spaces and outdaor vehicle sales area, shall be improved according to the following: ~c} All required parking areas and service drives except those required i n conjunction with single family or two family dwellings or vehicle sales areas that abut a residential district, shall be enclosed along interior property lines that abut those residential districts with a 75 percent opaque site-obscuring fence, wall, or hedge three to eight feet in height. The fence, wa11 or hedge shall adhere to the visual clearance and front and interior yard requirements of the district i n which i t i s l orated. If it is not located on the property line, the area between the fence, wa11 or hedge and the property line sha11 be landscaped with lawn or low-growing evergreen ground cover, or vegetable or or rock mulch. A11 plant vegetation in this area sha11 be ade- quately maintained by a permanent irrigation system, and fences, walls and hedges shall be maintained in goad condition. Plantings shall provide the required degree of screening within ane year of installation, Adequate provision shall be maintained to protect walls, fences and plant materials from being damaged by vehicles using the parking area. Section 23. Section 9.593 of the Eugene Code, 197I, is hereby amended by amending the title; amending Subsection ~I}~a}; and adding a new Subsec- tion ~3} thereto, to read and provide: 9,593 Parkin Area Street Bufferin . (I} A11 public and private outdoor parking areas created or expanded after November I, I977, that provide for four or more spaces, except those located in I-2 or I-3 zoning districts, shall be buffered from abutting streets uti 1 i zi ng such materials, design and characteristics as necessary to conform to all the following requirements: ~a} Except as provided elsewhere in this Code for vision clearance, and as is necessary for safe entrance to and exit from parking areas, the minimum height is established as two-and- one-half feet above grade within one year of installation; and ~3} The building official may approve the location of all ar part of this section's required buffering in the public right-of-way pro- vided: ~a} Adequate area exists to fulfill all the requirements of subsection ~1} of this section between the property line and the actual street; fib} The street is already built to the planned right-of- way width; and, (c} Ali si on clearance requirements of this code are met, ordinance -- 24
