ORDINANCE NO, g~~~ <br />AN CRDTNANCE RELATING Ta HOUSING; ESTABLISHING <br />MANDATORY~'~EATHERIZ~TIoN STANDARDS F4R EXISTING <br />SINGLE-~FAN~ILY To FC?UR~~LEX RESTDENTZAL STRUCTURES <br />wHI~CH wERE CONSTRUCTED wfiTH BUILDING PERMITS ISSUED <br />' ~ PRICR TD JULY 1, 1974; AMENDING SECTIONS $.274 AND <br />8.3Q5 of THE EUGENE CDDE, 1971; AND DECLARING AN <br />EFFECTIVE DATE ~QF JANUARY ~, ~ 19 8 5 . . . <br />The City Council of the City of Eugene finds that: <br />Based upon testimony heretofore presented, including the testi- <br />mony of the Eugene ~Tater & Electric Board ~,EwEB} , that the community <br />and the Pacific Northwest nay face electrical load shortages in the <br />mid 1984's to early 1990~s, the Eugene City Council has given high <br />priority to the development of a community-wide energy conservation <br />program. <br />EwEB has determined that new generation resources needed to help <br />meet the community's electrical load demand will be more expensive to <br />the community than the conservation measures proposed herein. <br />After extensive public hearings to review different methods to <br />encourage conser~ration in the residential sector, the Energy Conser- <br />vation Policy Board has found that significant opportunities exist <br />for bath energy and cost savings through modifying existing homes and <br />using proven energy conservation technologies and further, that in- <br />stallation of energy conservation devices is a potential growth indus- <br />try capable of creating local job opportunities. <br />on May 2?, 1984, EWEB., by resolution .Document No. 6334-6~ <br />adopted the Eugene water & Electric Board Residential Conservation <br />Service Program under the National Energy Conservation Policy Act. <br />Part of this program proposes voluntary financing for cost-effective <br />conservation measures w-ith.: <br />a. Non-interest loans far e~,ectrically space r~eated <br />homes. <br />b. Low i.nte?~est Loans for ~,on-~e~.ectrically space <br />heated homes.. <br />c. These loans may be deferred until time of resale <br />or pa%d monthly. <br />d.
