18757 <br />mended that the Eugene City Council adopt the weatheri~ation stand- <br />ards as proposed herein as cost~ef festive~:n the average home. <br />On December 5, 1950 Congress enacted the pacific Northwest <br />Electric power Planning and Conservat~;on Act. provisions of the Act <br />give first priority to the purchase of energy through conservation. <br />In keeping with these provisions, the Bonneville Power Authority has <br />proposed a~home energy efficiency program which provides incentives <br />for acquiring space and water heating efficiency improvements in <br />existing homes. <br />The City .Council hereby declares that any. public expenditure to <br />further the purposes of this Ordinance are accomplishing a public <br />purpose, that the requirements of this ordinance are cost effective <br />and that this Ordinance is necessary for the preservation of the <br />public health, safety and welfare of the som~~unity. <br />THE CITY 0~' EUGENE DOES ~JRDATN A5 EOLT~OWS <br />Section 1: Section 8.274 of the Eugene Code, 1971, is hereby <br />amended by inserting in alphabetical order therein the following: <br />Attic, The space between the ceiling joists and <br />the roof deck. <br />Building official. The person designated by the <br />city manager to enforce the provisions of the city <br />housing code. <br />Caulking. P~,iable matera;a~,s used to reduce the <br />passage of air and Moisture by fil~,ing small gaps, in- <br />cluding: <br />a~ at faxed joints on a building; <br />b. underneath baseboards inside a build- <br />in~• <br />r <br />c. exterior w~al~,ls at electric outlets, <br />d. around pipes and wires entering a build-- <br />in~; and <br />e., around dryer vents and exhaust fans in <br />e~teri.or walls <br />Caulking includes, but is not limited to, weather-- <br />resista,nt materials commonly known as "sealants", <br />"~putty'r , and ''g~,azin~ Compounds' . <br />Conditioned space. An area, room, or place nor- <br />mally occupied, heated or cooled. <br />Covered resident~.~, building.
